  Fire Captain (1979-1990): Assigned to Fire Prevention Bureau, responsible for inspections and fire prevention recommendations for all types of commercial businesses. Assigned briefly to the Fire Investigation Bureau, assisting in Arson Investigation of suspicious and fatal fires. Commanded Engine 38, one of the busiest and most reputable fire companies in Baltimore City. Responsible for station, apparatus and approximately 30 personnel. Implemented community fire prevention, inspection and code enforcement activities. Engine Co. #38 was then moved to the Steadman Fire Station, known as the “Super Firehouse“ in 1982. Captain Schwartz quickly became a Senior Captain on shift and operated as the acting Battalion Chief commanding the 5th Battalion in downtown Baltimore on many occasions. Also received a commendation for conduct above and beyond the call of duty.

Fire Lieutenant (1976-1979): Supervision of Engine Co. #52. Supervision for station, apparatus and approximately 10 personnel. While assigned to Engine Co. #52 Lieutenant Schwartz received a commendation for conduct above and beyond the call of duty.

Fire Fighter (1970-1976): Appointed to the Baltimore Fire Department on October 14, 1970 as one of the youngest probationary firefighters in its history. Performed fire fighting duties as well as full range of acting out of title responsibilities in higher-ranking positions. Performed emergency medical technician functions, which included the operation and maintenance of medic unit in station and at incidents. Performed as Pump Operator/Driver while assigned to Hose Co. #1, Floodlight #2 and Engine Co. #6 and later became an Emergency Vehicle Driver and Tiller man (Steering the rear of tractor-drawn Hook & Ladder) for Truck Co. #12.
